PETITIONS:
Mr. Steve Zalewski of 322 Lionel Avenue came forward with an issue he had last
year and is still having this year. There is a lot of loose tar pieces in front of his home made
up by the plows from Solvay Highway. These pieces actually broke his plow and found this
when it went in for repairs. He’s not happy and since his sister lives in Lakeland and had the
same issue, the Town of Geddes Highway came within an hour of the call and made the
necessary repairs and cleanup. Again, this was also the issue last year. Trustee McPeak asked if
he wanted to be reimbursed and he said no but just to please address this problem. The Mayor
asked Trustee Benedetti to contact Mark Cazzolli in Highway. It is believed that new sidewalks
would solve the problem.
 
 Mr. William Hnatko, 803 2nd Street came forward with a problem he is having both as a homeowner and landlord with a neighbor at 801 2nd Street regarding neighborhood health concerns. He has addressed this but she continues to ignore these requests. This person is putting out birdseed, catfood and human food around her house and in the garbage to feed the area’s cats, dogs, birds, crows, skunks, etc. Cat feces and strong urine odors prohibit people to open their windows and be able to stay outside. Dog owners cannot leave their dogs out without having them bark excessively at the stray animals eating there. The birds and crows are leaving their droppings over all the cars and their screaming and chirping are bothering the neighbors. He presented a reasonable plea to follow a list of rules that he would like the Codes Department to enforce. The Mayor addressed Donna Taggart, the Code Officer present to take Mr. Hntako’s complaint and followup. They will meet, take pictures and try to resolve this problem accordingly.

Ms. Patricia Welch of Charles Avenue came forward with a handicapped parking complaint that at this meeting, a person was parking in a handicapped space with a permit that was not issued to him, but to his mother and she wasn’t there. She was very upset that the Solvay Police do not enforce this by checking tags with drivers in the Village. She also told a story about how she fought for special parking when her parents were alive and had special needs. She also commented on how the Village Board and Department Heads in Solvay should present themselves with better attire when they come to meetings. She doesn’t like the jeans and feels its gives the Village a bad impression of its officials. Ending, she invited Mayor Marinelli to the Neighborhood Watch Meeting slated for June 14th at 6:30 p.m. and to have her speak. The Village Board was also invited to attend.

 Discussion regarding the Sales Tax Revenue – Letter of Support

The Mayor, Mark Cazzolli and Trustee Benedetti went to the meeting in Fayetteville regarding the Sales Tax. Onondaga County is trying to take more sales tax away from the Villages and the Towns. The Towns share their sales tax with the Villages. From this meeting, the Mayor feels they will try to take 53% of the sales tax away. The County is hurting also and looking for ways to save monies. They have had lay-offs, reassigning jobs and programs but the Villages need this money as in some cases, it effects their budget. They asked Solvay to do a powerpoint and we are going to a meeting on March 15th  to County Legislature and each Village will present their powerpoint on the uniqueness of their village, what we do in our village, all our services, and our electric department. Mike Fecco and the Mayor will work on that so they can go to that meeting and present it. But in the meantime, on our Solvay Website there is a letter and it says:

Dear Village Residents, 

In the year 2000, Onondaga County adopted a resolution providing for the distribution of a portion of the County’s three percent sales tax to each city, town, village and school district in Onondaga County. This resolution expires on December 31, 2010. There is a possibility that no revenues will be specifically set aside for distribution to each affected municipal entity after December 31, 2010. 

The Village of Solvay receives 19% of our budget from sales tax revenues. Estimated revisions by the county could result in a loss of approximately $103,000 which we would have to pass on to the taxpayers by increasing their taxes and/or reducing services. This is a conservative estimate. 

We are struggling to repair our infrastructure for which we receive no stimulus money. We cannot afford to lose any revenues. 

At the February 2, 2010 Session of the Onondaga County Legislature, a resolution was adopted establishing the Sales Tax Review Committee and calls for six committee meetings with a final report being issued to the Legislature no later than May 1, 2010. 

Village officials will have an opportunity to give a presentation to the Sales Tax Review Committee on Monday, March 15, 2010 at 9:00 a.m. in the Legislature Chambers, 401 Montgomery Street, Court House, Room 407, Syracuse, NY 13202.

This can be printed and sent in. The Mayor would like to see Trustees and residents of Solvay attend the 3-15-10 meeting. A Committee will be listening to everything. We need 10 Legislative votes to say “no” to this sales tax issue. There is a possibility that the City of Syracuse could be assigned more money and we cannot have that happen. Trustee Tarolli suggested a form letter be sent out in the electric bill and have them available in the office for residents to come in and fill out. The school district has already met with Jim Corbett regarding their concerns. Mr. Corbett wants the school to show how the monies would be used. If we have the sales tax monies that would avoid a tax increase to the residents. The Mayor will contact Supervisor Falcone of the Town to conduct a joint meeting at the Town Hall with Jim Corbett to ask questions. Trustee McPeak believes the public should be more involved and put pressure on the legislators. The Mayor will tentatively setup a meeting with the Town for the Town Hall Meeting. And get the letters out to the residents for the March 15th meeting. The isea of a second mailing for $1300.00 came up.

***There will be a PUBLIC HEARING held at the Solvay Library regarding the Empire Tissue Factory on Wednesday, March 10th at 2:30 pm. local time. The Onondaga County Industrial Agency (OCIA) will conduct the meeting. At this time, comments will be heard regarding the project.

Anthony DeStefano reported that there are 4 projects left over from 2009 – Milton Ave to Lamont, Gertrude Kiddie Park Relocation, Gertrude Park Walkway and the Third Ward Sidewalk Phase 1. He has discussed this with Mark and this should have been done sooner. Mark Cazzolli wanted to add another project – the Milton Ave to Bridge St Streetscape and the west entry to Darrow Avenue. They are also putting in for the Woods Road Pavillion and many some green infrastructure with the library. We really need to have a meeting soon as the applications are due March 5th, 2010. They will meet after budget meeting on March 1, 2010 at Village Hall. The Village Clerk needs to give him resolutions so the resolutions need to be approved tonight at this meeting.

The Mayor read a letter from Cara Burton from the Library thanking Chief Cox and Sergeant Claps for their Violence in the Workplace Training that the employees at the Library received. She appreciates the continued support in providing a safe venue.

 COMMITTEE REPORTS:

Administrative : The Mayor received an invitation from Boy Scout Troop 220 to an Eagle Scout Ceremony for Paul Michael Harvey on Monday, March 15th at 7:00 p.m. at Split Roack Elementary School. This young gentleman is the Scout who did the beautiful garden at the Library. If anyone would like to go, please let the Mayor know.

The Mayor received a letter from the Solvay Senior Citizens Club saying thank you for coming to speak with their club and for the delicious cupcakes.

The Mayor received an invitation to the State of the County Address on March 2, 2010 at 5:30 pm at OCC. Anyone can come.

Legal: Kevin Gilligan reported from his outlined letter detailing the invoices for the month. Time was spent more on the Pen Traffic Bankruptcy. Discussion regarding the P&C Warehouse in Lakeland and how that would be handled as it was not included in the orginal sale of the stores together. Not a lot of time was spent working on codes issues this month.

Police: Chief Cox was excused.

 

Treasurer: Mike Fecco reported that he would like to hire a company at $52,000.00 and will take 6 months to prepare a report regarding the assets that the Village has in electric. Mike received an invoice from the Town of Geddes and $1400.00 of this bill was charging the Village for the use of the court and to house the Village Court Clerk. Trustee McPeak spoke about a charge on the County/Tax bill that the Village of Solvay residents pay now every year that claims to pay (for good government) maintenance, salaries and etc. He feels this is a double tax that we are paing the Town. He does not feel the Town can or should be charging us for anything and maybe to better explain exactly what these charges are for the we pay already. The Board agreed for Mr. Fecco to pay for the salt charges on this invoice, but not the charges for $1400.00. He is working on the electric budget billing and it contains an average of 6 month to be spread over the next 6 months. Customers will pay less in the winter and more of an average in the summer. The budget meeting is set for March 1st and Mr. Fecco says the Board will be pleasantly surprised.

 

Electric: John Montone reported that he submitted a grant for the Library for $5,000.00 from the IEEP to use for public education on energy conservation. Sometime towards the end of March, he will be issuing a general contractor for equipment and materials for the construction of the new distribution lines in the Village area. All of this work is Phase I of the system-wide efforts. This will be able to switch all the power from the Bridge St. substation and some of Lakeland and be able to tear down the Mathews Avenue site.

 

Public Works / Highway: Mark Cazzolli was excused. Trustee Benedetti reported about the garage construction. The steel has been delivered and the job started. Tony Destefano reported that after attending the 2-12-10 Stormwater Steering Committee Meeting and he will be representing the Village. The Board needs to participate. And the Board has to consider putting together an MS4 Stormwater Committee of their own for the Village. The DEC report came out and there is a significant health concern on Boyd Avenue. There are violital compounds and a plume under Boyd Avenue to Pass & Seymour and it needs cleanup. The Village should not dig or do any repairs in that area without calling the DEC. Pat Welch asked where the new highway garage details will be posted in the Village so she and the residents can see the progress. There will be a meeting at 10:00 am every Friday from now on to discuss the construction of the Highway Garage at the Village Hall.

Library: Cara Burton reported on the grant that was given for $50,000.00 from Assemblyman Magnarelli’s office. And she said that the 3 positions that are on our agenda tonight are to replace employees that have left. Not to hire 3 brand new people.

 Codes: Donna Taggart reported that the Highway Garage has been startedShe also rported that 516 – 518 Woods Road was boarded up after the fire there a couple of weeks ago. The Village was charged for that.

DESCRIPTION: This project will consist of approximately 1,100 square feet of brick paver sidewalk, 77 square yards of 7” thick sidewalk, 200 square yards of 5” thick sidewalk, 680 linear feet of granite curbing and an entrance sign into the Village on the south side of Milton Avenue.

 PROJECT: Gertrude Kiddie Pool Relocation

DESCRIPTION: The Gertrude Water Spray Park is located at Gertrude Park on Gertrude Street in the Village of Solvay. The project will consist of the construction of a new shallow wading pool structure with a non-slip pool surface. Water spray components with a theme will be installed along with a new plumbing system. The water park will be relocated to the front of the park near the main pool and enclosed with a fence.

COST: $288,600.00 (2009 dollars)

DESCRIPTION: This project will consist of installing approximately 1,700 square yards of flexipave or brick pavers walkway, 1,000 linear feet of 12” Smooth Interior Corrugated Polyethylene Pipe and four (4) frames and grates at Gertrude Park in the Village of Solvay..

COST: $169,100.00 (2009 dollars)

 PROJECT: 3rd Ward Sidewalk Rehabilitation, Phase I

DESCRIPTION: This project is located on Abell Avenue from Milton Avenue to Second Street. The project will consist of 250 linear feet of slip form curbing, 626 square yards of concrete sidewalks and repairs to five (5) catch basins.
